IL SB3301

Establishes the Illinois Articulation Initiative as state law, formalizing a transfer agreement system launched in January 1993 among Illinois public universities and community colleges.

Requires all public institutions to participate by submitting courses for statewide transfer review, maintaining a General Education Core Curriculum package, and maintaining up to 4 core courses in Illinois Articulation Initiative majors where equivalent programs exist.

Guarantees that courses approved for General Education codes transfer as part of the Core Curriculum package, and students receiving the full package cannot be required to take additional lower-division general education courses.

Directs the Board of Higher Education and Illinois Community College Board to co-manage implementation and oversight, convene review panels across fields including Communications, Humanities, Sciences, Mathematics, and others, and provide annual reports to the General Assembly, Governor, and Illinois P-20 Council.

Establishes that major courses are recognized as direct equivalents or elective credit, with students receiving elective lower-division major credit if the receiving institution does not offer the course at the lower-division level.
