IL SB3318

Establishes a vote center pilot program in McHenry, Champaign, Jackson, Adams, Logan, and McLean Counties for the 2017 consolidated primary and general elections and 2018 general primary and general elections.

Allows voters in participating counties to vote at any vote center in their county regardless of precinct, with a minimum of one vote center per 7,500 residents.

Requires vote center locations to be approved by majority vote of the county board in accordance with the Open Meetings Act and mandates election authorities mail voters notice of vote center locations.

Each vote center must have electronic connections to prevent duplicate voting and comply with federal and state laws including the Help America Vote Act.

Election authorities in affected counties must report voter turnout rates for the pilot program elections and previous comparable elections to the General Assembly by June 1, 2019, with the program repealing on January 1, 2020.
