Amends Section 12-5 of the Election Code regarding notice requirements for public questions submitted to voters.

Allows notice published in a local newspaper 30-35 days before the November 8, 2016 general election to satisfy the newspaper publication requirement, even though standard requirements specify 10-30 days before election.

Authorizes bonds approved by voters at the November 8, 2016 election to be issued and taxes levied for limiting rate increases without requiring further referendum approval.

Deems notice given more than 30 days but not more than 35 days before the November 8, 2016 general election to comply fully with all notice requirements of this Section.
