Amends Section 9-101 of the Illinois Highway Code to allow cooperative agreements between the Department of Transportation and local governmental entities.

Permits municipalities, counties, townships, and road districts to use available funds for construction or maintenance of highways within their jurisdiction or in other jurisdictions through negotiated agreements with the Department.

Authorizes agreements to include any number and combination of municipalities, counties, townships, or road districts to facilitate cooperation and efficient use of resources.

Allows county boards to negotiate agreements with the Department for State highway system work or with municipalities for street system maintenance.
