Amends the Arsonist Registration Act to require registration at a fixed location designated by the Chicago Police Department Superintendent rather than specifically at Chicago Police Department Headquarters.

Amends the Sex Offender Registration Act to require registration at a fixed location designated by the Chicago Police Department Superintendent rather than specifically at Chicago Police Department Headquarters, with the same change applied to out-of-state students and employees registering in Chicago.

Amends the Murderer and Violent Offender Against Youth Registration Act to require registration at a fixed location designated by the Chicago Police Department Superintendent rather than specifically at Chicago Police Department Headquarters for both residents and out-of-state students/employees.

All three registration acts are modified to give the Chicago Police Department Superintendent discretion in designating the specific fixed location for registration, replacing the previous requirement to register at Chicago Police Department Headquarters.
