Removes requirement for Department of Corrections and Department of Juvenile Justice to issue temporary identification cards to released inmates; instead requires verification of identity documents and allows Secretary of State to issue standard Illinois Identification Cards.

Establishes two pathways for released persons: full-term card issuance upon presentation of certified birth certificate and social security card, or limited-term 90-day card upon presentation of Department verification form when full documents unavailable.

Adds new fee schedule entries making original identification cards for released inmates from either Department issued at no fee, and limited-term cards issued at no fee.

Requires Departments of Corrections and Juvenile Justice to verify released persons' full name, date of birth, and social security number, then provide either original documents or a Secretary of State-prescribed verification form to the released person.

Takes effect July 1, 2017.
