Amends the Veterans and Servicemembers Court Treatment Act to add "Veterans Assistance Commission" (VAC) as an eligible assessment and treatment provider alongside the VA and IDVA.

Adds definition of "Peer recovery coach" as a trained and certified volunteer veteran mentor assigned to guide court participants through program completion.

Authorizes courts to establish mentorship programs using peer recovery coaches with support from volunteer veterans and local veteran service organizations, including VACs.

Expands eligible treatment networks to include VAC programs for substance abuse and mental health treatment services as part of the continuum of care for defendants.

Clarifies that courts may use VAC resources in addition to VA and IDVA programs when maintaining networks of treatment options for veterans and servicemembers in the court program.
