Appropriates $13,000,000 from the Abandoned Mined Lands Reclamation Council Federal Trust Fund to the Department of Natural Resources for grants and contracts to research, plan, and construct projects eliminating hazards from abandoned mines and emergency response expenses.

Appropriates an additional $22,260,390 from the Abandoned Mined Lands Reclamation Council Federal Trust Fund to the Department of Natural Resources for the same purposes of abandoned mine hazard elimination and emergency response.

Total capital appropriations of $35,260,390 directed to abandoned mine reclamation and hazard mitigation efforts.

Allows spending of appropriated funds or "so much thereof as may be necessary" for eligible project activities.

Takes effect upon becoming law.
