Expands Illinois hate crime law to include crimes motivated by actual or perceived employment as a peace officer, correctional institution employee, probation officer, parole officer, firefighter, or emergency medical services personnel.

Applies hate crime classification to assault, battery, aggravated assault, misdemeanor theft, criminal trespass, criminal damage to property, mob action, disorderly conduct, and harassment offenses when motivated by victim's employment status.

Establishes hate crime as Class 4 felony for first offense and Class 2 felony for subsequent offenses; increases to Class 3 felony for first offense when committed at religious facilities, cemeteries, schools, public parks, or within 1,000 feet of these locations.

Requires courts to impose restitution or up to $1,000 fine, mandate 200 hours community service, and require enrollment in anti-hate crime educational programs for offenders on probation or conditional discharge.

Allows hate crime victims to pursue civil action for actual damages, emotional distress, punitive damages, attorney's fees, and costs.
