Prohibits executive branch appointees (directors, secretaries, and deputy-level officials appointed by the Governor requiring Senate confirmation) from using official authority or influence to interfere with or affect election results.

Defines violations as intentional criminal business offenses subject to fines between $1,001 and $5,000, with the Executive Ethics Commission authorized to levy additional administrative fines up to $5,000.

Allows the Governor to discipline or discharge affected appointees who intentionally violate the political activity restrictions.

Permits affected appointees to participate in political management and campaigns, vote as they choose, and express opinions on political subjects and candidates, provided they do not use official authority or influence.

Applies to Executive Ethics Commission enforcement authority to investigate violations and penalize obstruction of investigations or false allegations.
