Expands reporting requirements under the Public Utilities Act to include suppliers of wind energy, solar energy, hydroelectricity, nuclear energy, and any other energy suppliers in Illinois, in addition to existing gas, electric, and water companies with at least 100,000 customers.

Requires all covered entities to submit annual reports by April 15 detailing procurement goals and actual spending for female-owned, minority-owned, veteran-owned, and small business enterprises, expressed as percentages of total work performed.

Annual reports must include plans to increase participation and goals, areas seeking more diversity, outreach strategies to potential vendors, challenges faced, recognized certifications, vendor contact information, and success stories demonstrating best practices.

Mandates the Illinois Commerce Commission hold an annual public workshop on supplier diversity starting in 2015 to address structural impediments and publish a public database of participating entities' supplier diversity contacts and recognized certifications.

Requires the Commission to publish all annual reports on its website and maintain them for at least 5 years, with preference for state-specific data and explanation if only national data is available.
