Amends the Illinois Municipal Code to extend the tax increment allocation (TIF) financing completion date for the Village of Milledgeville's redevelopment project area established by ordinance on January 31, 1995.

Sets the new estimated completion date and retirement of obligations to December 31 of the year in which ad valorem tax payments are made with respect to taxes levied in the 35th calendar year after the ordinance adoption.

Adds the Village of Milledgeville as item (133) to the list of municipalities with special TIF completion date provisions under Section 11-74.4-3.5 of the Illinois Municipal Code.

Takes effect immediately upon becoming law.
