Urges the Federal Aviation Administration and Environmental Protection Agency to conduct a study on environmental and human health impacts from runway and air traffic noise at Chicago O'Hare International Airport, including actual noise levels experienced in 2015.

Addresses concerns that Northwest Chicago communities and surrounding Cook and DuPage County suburbs experience higher jet noise levels, particularly during nighttime flight operations between 10 p.m. and 7 a.m.

Notes that the NextGen Program at O'Hare has reduced aircraft spacing from 5 miles to 3 miles between inbound flights across six east-to-west approach patterns.

Requires copies of the resolution be sent to the O'Hare International Airport Commissioner, the Federal Aviation Administration Administrator, and all members of the Illinois congressional delegation.
