Directs the Auditor General to conduct a performance audit of the Department of Children and Family Services' compliance with placement obligations for children in its care during calendar years 2014 and 2015.

Requires audit to determine the number of children who remain psychiatrically hospitalized beyond clinical readiness or medical necessity, including reasons, duration, recommended placement type, placement barriers, and whether recommended placements occurred.

Requires audit to determine the number of children remaining in emergency shelters beyond the 30-day limit imposed by federal consent decree, including reasons, duration, recommended placements, barriers, and placement outcomes.

Requires audit to determine the number of children held in detention centers or Department of Juvenile Justice facilities solely due to lack of available placements, including duration, recommended placements, barriers, and placement outcomes.

Mandates the Department of Children and Family Services cooperate fully with the Auditor General and requires the report be distributed in accordance with the Illinois State Auditing Act.
