Creates a Grand Jury Review Task Force to review the current grand jury process and recommend reforms to address public confidence concerns following recent national events

Task Force consists of 14 member categories including two co-chairs (appointed by Senate President and Minority Leader), criminal justice officials, bar association leaders, advocacy organizations, law professors, a retired judge, and members of the public

Illinois Criminal Justice Information Authority shall provide administrative support, technical assistance, and meeting space for the Task Force

Task Force must submit findings and recommendations to the General Assembly and Governor by December 31, 2015, including analysis of current process, identified deficiencies, and specific recommendations on grand jury confidentiality, Freedom of Information Act applicability, and preliminary hearing alternatives

Task Force shall work with Legislative Reference Bureau to draft any legislation needed to implement its recommendations
