Urges the Department of Natural Resources to conduct a public education campaign informing citizens about proper steps to take when encountering sick, injured, or orphaned animals in the wild.

Directs increased public education outreach during March and April when infant animals are commonly mistaken as orphaned and should be left in place.

Supports Department of Natural Resources entering into public-private partnerships to develop educational materials including posters, videos, programs, advertisements, and public service announcements.

Supports collaboration between public and private entities to distribute educational materials through schools, newsletters, websites, and television and radio stations.
