Urges the Federal Energy Regulatory Commission, Illinois Commerce Commission, and Illinois Power Agency to independently review capacity auction rules and market design for PJM Interconnection LLC and Midwest Independent System Operator (MISO) following significant rate increases.

Requests investigation into whether auction rules were followed in recent PJM and MISO capacity auctions and whether additional protections are needed to prevent excessive rates.

Calls for investigation of potential market power abuse, including the withholding of generation assets to artificially drive up clearing prices, and whether market design enables such manipulation.

Directs Illinois Commerce Commission and Illinois Power Agency to participate in Federal Energy Regulatory Commission proceedings to promote transparency, prevent market power abuse, and ensure lowest possible capacity prices for Illinois consumers.

Notes that MISO's recent capacity auction resulted in Illinois prices of $150 per megawatt day compared to $3.48 in other states, and expected residential bills to increase $12-$14 monthly, prompting Illinois Attorney General Lisa Madigan's complaint to FERC in Docket EL15-71.
