Request Illinois Secretary of State to study the need and feasibility of a driver's license reinstatement fee payment program allowing individuals to pay a down payment followed by monthly installments.

Examine payment plan programs in South Carolina, Ohio, and Tennessee as potential models for an Illinois reinstatement fee payment structure.

Require the Secretary of State to submit a study report to the Chairs of the Illinois Senate Transportation Committee and House Transportation: Vehicles & Safety Committee by December 31, 2016.

Recognize that Illinois residents currently have payment plans available for court fines and fees related to traffic offenses, but reinstatement fees cannot be paid in smaller increments.

Distribute copies of the resolution to the Illinois Secretary of State and chairs of both the Senate and House transportation committees.
