Supports the November 2015 Suburban O'Hare Commission report containing over 20 recommendations to strengthen the "Fly Quiet" aircraft noise mitigation program at O'Hare International Airport.

Directs Chicago Department of Aviation to develop a more comprehensive Fly Quiet program including Continuous Descent Approach procedures, maintaining at least 2 operating runways with a third diagonal runway during Fly Quiet hours, and implementing a Runway Rotation Plan to disperse noise.

Requires Chicago Department of Aviation to revise the Fly Quiet Program Manual to create partial compliance pathways during non-optimal weather conditions and improve air traffic controller familiarity with Fly Quiet principles.

Mandates regular periodic reviews of the Fly Quiet Program Manual to assess departure paths and runway configurations with the goal of directing flights over less-populated areas.

Calls for phasing down use of older, noisier aircraft (including MD-80 and DC-10) on a 24/7 basis and enhancing the airline report card program to publicly measure noise mitigation performance metrics.
