Richard D. Starr of Moline passed away on July 30, 2016, and the Illinois Senate mourns his death.

Born June 2, 1944, to Tinsel and Esther Starr; served in the United States Navy and married Karen S. Findley on June 29, 1963.

Enjoyed the Mississippi Bend Model Boaters and was preceded in death by his wife Karen, his parents, and two sisters.

Survived by daughters Lori Starr, Annette Aldeman, Leisa Ault, and Robin Carden; grandchildren Tylar Starr, Delbert Moreau Jr., Amanda Aldeman, and Ava Aldeman; and brother Danny Gillham.

Illinois Senate extends sincere condolences to Richard Starr's family, friends, and all who knew him, with a suitable copy of the resolution to be presented to his family.
