Honors Elroy Edward "Buck" Hilbert of Union, who passed away on August 3, 2016, at age 91.

Recognizes his 32-year career as a commercial airline pilot for United Airlines, flying multiple aircraft types including DC-3s, Boeing 707s, and DC-8s.

Acknowledges his founding membership in the Experimental Aircraft Association (EAA) and service as first president of the EAA's Antique and Classic Division, as well as his restoration and flying of vintage aircraft.

Notes his induction into both the Illinois Aviation Hall of Fame and EAA Hall of Fame, and his recognition as an Elder Statesman by the National Aeronautical Association.

Directs that a suitable copy of the resolution be presented to his family, which includes six children, eight grandchildren, and two great-grandchildren.
