Recognizes his career as a journeyman electrician in the Quad Cities, including work at the John Deere Foundry, and his service in the United States Army stationed in Korea.

Notes his active involvement with Calvary Church and its Healing Team, the Rock Island County Fair, and his reputation for helping those in need, fishing, and his nickname "Honest Gil."

Acknowledges his survivors: wife Roberta, six children, 19 grandchildren, 19 great-grandchildren, and his brother Philip.

Directs that a copy of the resolution be presented to the Breckling family as an expression of sympathy.
