Commemorates the life and death of Hester Barbara Nelson Suggs, who passed away on October 2, 2016, at age 88.

Recognizes her 30+ year career as an educator, including roles as a kindergarten teacher, fifth grade teacher, and principal of Booker T. Washington Elementary School Magnet Program in Champaign.

Acknowledges her establishment of innovative humanities and arts-based curriculum that attracted federal grant funding from the U.S. Department of Education in 1980 for foreign language, music, and cultural programs.

Honors her numerous awards and recognitions, including the 1988 Service Recognition Award for Administrators from the Illinois Alliance for Arts in Education and the 1997 Booker T. Washington Award for Education.

Directs that a suitable copy of the resolution be presented to her family as an expression of the Senate's sympathy.
