Removes restrictions on abortion coverage under the State Employees Group Insurance Act of 1971, allowing health benefits to cover reproductive health care that is legal in Illinois without limitations based on life-of-the-mother exceptions.

Eliminates prohibitions on abortion coverage under the Illinois Public Aid Code (Medicaid), replacing restrictions with language requiring coverage of "reproductive health care that is otherwise legal in Illinois" for eligible persons.

Removes language from the Problem Pregnancy Health Services and Care Act that previously prohibited grants to organizations that refer or counsel for abortions.

Strikes preamble language from the Illinois Abortion Law of 1975 that declared the unborn child a legal person from conception and expressed the state's intent to prohibit abortion except to preserve the mother's life.

Removes provisions prohibiting physicians convicted of performing abortion procedures in a willful and wanton manner from participating in state medical assistance programs.
