Adds "public administration" as a qualifying master's degree field for obtaining a chief school business official endorsement on both Professional Educator Licenses and Educator Licenses with Stipulations.

Allows individuals with a master's degree in business administration, finance, accounting, or public administration to qualify for the chief school business official endorsement by completing 6 semester hours of internship in school business management and passing required state tests.

Makes the chief school business official endorsement mandatory for anyone employed as a chief school business official in Illinois schools.

Requires the State Board of Education to adopt rules necessary to implement the amendments made by this Act of the 100th General Assembly.
