Amends Section 3 of the Illinois Public Labor Relations Act to expand the definition of "fire fighter" to include paramedics employed by units of local government, not just those employed by fire departments, fire protection districts, or state universities.

Adds a new definition of "legislative liaison" as a state employee whose job duties require regularly communicating with General Assembly officials for the purpose of influencing legislative action.

Modifies the definition of "managerial employee" for certain State positions under the Attorney General, Secretary of State, Comptroller, and Treasurer to align with National Labor Relations Act standards regarding executive and management functions.

Clarifies that paramedics employed by local government units are eligible for collective bargaining rights and union representation under the Illinois Public Labor Relations Act.
