Amends the Property Tax Code Section 21-150 regarding the timing for applications for judgment and order of sale on delinquent properties.

Changes Cook County's deadline for tax year 2016 and each subsequent tax year from "within 90 days after the second installment due date" to "by April 1 of the next calendar year."

Maintains existing deadlines for Cook County tax years 2009-2015, with applications due by specified dates ranging from July 1, 2011 through March 1, 2017.

Preserves requirements for counties with fewer than 3,000,000 inhabitants (90 days after second installment) and counties with adopted ordinances under Section 21-40 (December deadline).
