Amends the Illinois Enterprise Zone Act to modify qualification criteria for areas seeking enterprise zone designation.

Adds inactive nuclear powered electrical generation facilities where spent nuclear fuel is stored on-site as a qualifying criterion alongside abandoned coal mines and brownfields.

Requires enterprise zones to meet 3 or more of 10 specified criteria, including unemployment rates, job creation potential, poverty levels, environmental conditions, and infrastructure presence.

Allows expired River Edge Redevelopment Zones to compete for enterprise zone designation without preference given to previous designees.

Expands the definition of unemployed persons for criteria purposes to include those who have exhausted unemployment benefits, regardless of active job-seeking status.
