Creates the Youth Unemployment Task Force to examine state-wide youth unemployment crisis and its particular impact on young people of color.

Task Force membership includes the Secretary of Human Services, Director of Commerce and Economic Opportunities, and representatives from Chicago-based organizations focused on economic programs, educational resources, and youth employment initiatives.

Task Force chairperson selected by majority vote from non-governmental members; chairperson responsible for providing technical support and administering Task Force operations.

Task Force must submit findings and recommendations to the General Assembly and Governor by October 1, 2018.

Task Force receives administrative support from the Department of Human Services and Act is repealed on January 1, 2019.
