Creates the "No Representation Without Population Act" requiring the Illinois Department of Corrections to collect and maintain electronic records of inmates' legal residences outside correctional facilities, including street address, race, ethnicity, and age for persons entering custody after January 1, 2017.

Mandates the Department deliver inmate residence data to the Secretary of State by May 1 of each decennial census year in a format that protects individual privacy through unique identifiers rather than names.

Requires the Secretary of State to request similar information from federal correctional facilities operating in Illinois and to prepare redistricting population data that counts incarcerated persons at their residential addresses rather than at facility locations.

Specifies that incarcerated persons with unknown or out-of-state residences be allocated to a non-geographic state unit, similar to other residents with unknown addresses, and shall not count toward ideal district populations.

Restricts the collected data to use only for determining Legislative and Representative Districts and explicitly prohibits its use in distributing state or federal aid.
