Illinois Student Assistance Commission shall award grants covering 50% of tuition and fees for licensed teachers employed in poverty-designated school districts to pursue additional course credit or degrees at public Illinois universities.

Grant recipients must contract to teach for an additional 2 years in their school district, with commitment beginning upon completion of coursework or degree and due within 3 years.

Completing one year of the 2-year teaching commitment cancels 50% of grant benefits; failure to complete requires proportionate repayment of benefits plus 5% interest.

Grant recipients must sign a promissory note for the full grant amount, subject to cancellation upon fulfilling the teaching commitment, unless recipient dies or becomes permanently disabled.

Commission may adopt rules to implement the grant program, which is subject to appropriation.
