HB0212 - Universal Child Care Demonstration Program Act

• Establishes a 5-year statewide Universal Child Care Demonstration Program administered by the Department of Human Services to provide grants for high-quality, affordable child care services for children ages 0-6 regardless of family income.

• Grants may fund renovation or construction of child care facilities in underserved areas, training and compensation for child care providers and staff, and meal services for participating children.

• Eligible grant recipients include licensed day care centers and homes, community-based organizations, and faith-based organizations, with priority given to entities with existing Illinois child care experience.

• Department must establish rules for application requirements, eligibility criteria for families and providers, parent cost sharing, and employment or school requirements for families.

• Department shall submit annual progress reports by March 31st each year and a final report within 6 months after the 5-year demonstration period ends, evaluating whether the program met established cost, impact, and outcome goals.
