Amends the Illinois Lottery Law to clarify that net proceeds from the State Lottery are directed to the Common School Fund, with limited exceptions under specified sections.

Requires that beginning in Fiscal Year 2018 and annually thereafter, moneys transferred from the State Lottery Fund to the Common School Fund must supplement, not replace, other legally mandated or appropriated transfers to the Common School Fund.

Establishes that the Department shall conduct lottery operations through a private manager under a management agreement with comprehensive regulation, audits, reports, and oversight.

Requires lottery operations to comply with specified federal lottery regulations under 18 U.S.C. sections 1307(a)(1), 1307(b)(1), and 1953(b)(4).
