Amends the Illinois Procurement Code Section 45-15 to expand ink requirements for state contracts beyond soybean oil-based ink to include vegetable oil-based ink.

Requires contracts for offset printing services to specify use of soybean oil-based or vegetable oil-based ink unless a State purchasing officer determines another type is necessary for quality or reasonable pricing.

Adds definitions for "digital printing" (electrostatic process or ink-jet transfer) and "offset printing" (lithography, flexography, gravure, or letterpress).

Exempts digital printing services from the soybean or vegetable oil-based ink requirement.

Takes effect upon becoming law.
