Removes restrictions on hydropower in the definition of "renewable energy resources" under the Illinois Power Agency Act and the Renewable Energy, Energy Efficiency, and Coal Resources Development Law of 1997 by striking language that limited hydropower to projects without new dam construction or significant expansion.

Changes the requirement that the Illinois Power Agency's first facility "shall be" a coal facility using Illinois coal to "may be" either a coal facility or a renewable energy facility, providing greater flexibility in project selection.

Eliminates language allowing the Agency to develop, finance, or construct renewable energy facilities after work on the first facility has commenced, restricting concurrent development opportunities.

Removes the same hydropower construction restrictions from the definition of "distributed renewable energy generation device" to align with changes to the broader renewable energy resources definition.
