Requires brand name drug manufacturers to notify State purchasers, health insurers, pharmacy benefit managers, and the General Assembly of price increases exceeding 10% or $10,000 during a 12-month period, with at least 60 days advance notice.

Requires generic drug manufacturers with wholesale prices of $100 or more per 30-day supply to notify relevant parties of price increases exceeding 25% during a 12-month period, with at least 60 days advance notice.

Mandates manufacturers report justification for price increases, previous year's marketing budget, acquisition date and price if applicable, and 5-year price increase history within 30 days of notification.

Requires manufacturers to notify parties within 3 days of FDA approval for new prescription drugs costing $10,000 or more annually or per course of treatment, with specified information due within 30 days.

Establishes $1,000 per day civil penalty for failure to report required information and requires drug manufacturers to disclose to prescribers if any drug ingredient poses a known dependency risk in humans.
