Creates a Police Training Academy Job Training Program and Scholarship Fund as a special fund in the State treasury to support job training and scholarship programs for high school and college students.

Authorizes school districts in counties with 175,000 or more inhabitants to establish partnerships with local police departments, county sheriffs, or police training academies to provide job training programs for high school students open to all students regardless of prior academic history.

Establishes a renewable scholarship program through the Illinois Student Assistance Commission for students who complete the police training academy job training program and are accepted to a public Illinois institution of higher learning, covering up to 4 years of tuition and mandatory fees.

Requires scholarship recipients to have access to noncredit remedial courses and admission to student retention programs at their institution to ensure academic success.

Directs the State Board of Education to annually track and publish reports on participation and success rates of students in the police training academy job training program.
