Creates a special instant scratch-off lottery game called "Scratch-Out Crime" to commence January 1, 2018, or as soon thereafter as practical.

Establishes the Municipal Police Hiring Assistance Fund as a special fund in the State Treasury to receive net revenue from the "Scratch-Out Crime" game.

Directs the General Assembly to appropriate funds from the Municipal Police Hiring Assistance Fund solely to the Department of the Lottery for distribution to municipal police departments on a pro rata basis by population for hiring municipal police officers.

Defines "net revenue" as total ticket sales minus prize payouts and actual administrative expenses directly related to the scratch-off game.

Authorizes the Department of the Lottery to adopt rules necessary to implement and administer the game, with provisions of this Section governing if inconsistent with other provisions of the Illinois Lottery Law.
