HB0273 Summary

• Requires the Department of the Lottery to offer a special instant "After-School Rescue" scratch-off game beginning January 1, 2018, or as soon thereafter as practicable.

• Creates the After-School Rescue Fund as a special fund in the State treasury to receive net revenue from the scratch-off game, defined as total ticket sales minus prizes paid and administrative expenses directly related to the game.

• Directs the General Assembly to appropriate all moneys in the After-School Rescue Fund solely to the Illinois State Board of Education for grants to at-risk schools for extracurricular and after-school programs.

• Authorizes the Department to adopt rules necessary to implement and administer the game after consulting with the Illinois State Board of Education, with this Section taking precedence over conflicting provisions in the Illinois Lottery Law.

• Amends the Illinois Lottery Law to reference the new Section 21.10 regarding the After-School Rescue game among provisions exempting certain lottery proceeds from going to the Common School Fund.
