Authorizes pharmacists to dispense up to a 12-month supply of hormonal contraceptives under a standing order issued by the Department of Public Health, contingent on patient completion of a self-screening risk assessment tool based on federal Centers for Disease Control and Prevention standards.

Requires pharmacists to complete accredited educational training programs and provide patient counseling on contraceptive methods, with consultations conducted in private settings and consistent with Department of Financial and Professional Regulation rules.

Mandates that all state and federal insurance laws governing contraceptive drug coverage apply to hormonal contraceptives dispensed by pharmacists under this standing order.

Adds Section 356z.29 to the Illinois Insurance Code requiring insurance policies amended, delivered, issued, or renewed after the effective date to cover patient care services provided by pharmacists for hormonal contraceptive assessment and consultation.

Amends the Illinois Public Aid Code to require medical assistance programs (Medicaid) to cover pharmacist-provided hormonal contraceptive assessment and consultation services at 85% of the physician service fee schedule, contingent on federal approval.
