Amends the Illinois Pension Code to restrict participation in the General Assembly Retirement System to persons who became participants before the effective date of this amendatory act.

Prohibits the General Assembly Retirement System from accepting any new participants beginning on the effective date of the amendment.

Modifies sections 2-101, 2-105, and 2-107 of the Illinois Pension Code to implement the membership restrictions across all relevant definitions and provisions.

Takes effect immediately upon enactment.
