Adds Section 30-50 to the Illinois Procurement Code establishing requirements for mobilization payments in Department of Transportation contracts.

Defines mobilization payment as an advance payment covering preparatory work, movement of personnel and equipment to project sites, and other startup costs when beginning work on a project.

Requires that when a prime contractor uses subcontractors on a DOT contract with mobilization payments, the subcontract must include mobilization payment terms based on a tiered system ranging from 25% for subcontracts under $10,000 down to 7% for subcontracts over $750,000.

Applies only to contracts entered into by the Department of Transportation.
