Creates an open-primary system where primary ballots list all candidates regardless of party affiliation, with voters no longer required to declare party affiliation to vote in primaries.

Requires the 2 candidates receiving the most votes in any primary election, regardless of party affiliation, to be the only 2 candidates certified to participate in the general election.

Eliminates party affiliation requirements for voters and candidates filing nominating petitions, allowing candidates to indicate only their preferred party rather than strict party membership.

Applies open-primary voting to both in-person primary voters and absentee/vote-by-mail primary voters, who receive ballots listing all candidates for offices they are entitled to vote on.

Repeals existing primary election provisions related to party affiliation requirements and removes Article 10 of the Election Code.
