Creates a Class 3 felony for any person who knowingly files a voting application, accepts a ballot, or enters a voting machine on more than one occasion during the same election day where ballots or machines list any of the same candidates and issues (except when legally assisting others, replacing spoiled or rejected ballots, or acting at a judge's direction).

Allows prosecution of voting violations in any county where an element of the offense occurred.

Makes it a Class 3 felony to knowingly make false statements in any affidavit, certificate, or sworn oral declaration required by the Election Code.

Permits perjury charges based on contradictory statements without specifying which statement is false, and requires prosecutors to prove only that contradictory statements were made rather than identifying which specific statement is false.

Imposes 5-year ineligibility from public employment following conviction for perjury violations, including elected or appointed offices and positions with the State of Illinois, local government, or school districts.
