Excludes persons holding part-time elective office from participating in the Illinois Municipal Retirement Fund unless they were elected before the effective date of this act and filed a written election to participate.

Defines part-time elective office as requiring less than 1,000 hours of duty per year for the participating municipality or instrumentality.

Allows persons elected to part-time elective office on or after the effective date to opt out of fund participation entirely.

Applies only to those first elected to part-time office before the effective date of the 100th General Assembly amendatory act, permitting them to elect participation status.

Amends Section 7-137 of the Illinois Pension Code regarding eligibility and participation requirements for public employees in municipal retirement systems.
