Restricts participation in the General Assembly Retirement System to members of the General Assembly who become participants before January 1, 2018.

Prohibits the System from accepting any new participants who are members of the General Assembly beginning January 1, 2018.

Amends Section 2-101 of the Illinois Pension Code to clarify that participation is limited to "certain" members of the General Assembly.

Amends Section 2-105 to specify that General Assembly members must have become participants before January 1, 2018 to be deemed members for purposes of the retirement system.

Takes effect immediately upon becoming law.
