Amends Section 16-121 of the Illinois Pension Code regarding the Downstate Teachers Article to redefine what constitutes "salary" for pension purposes.

Excludes expense reimbursements, expense allowances, and fringe benefits from the definition of salary unless they are included in a reportable flexible benefit plan.

Maintains that salary is the actual compensation received by a teacher during any school year as recognized by the system in accordance with board rules.

Takes effect immediately upon becoming law.
