Extends the deadline for filing property tax assessment complaints in counties with populations under 3,000,000 from 30 calendar days to 60 calendar days when the appeal contains a land appraisal prepared by a licensed real estate appraiser.

Requires the notice published with assessment lists to inform taxpayers of the extended 60-day deadline for appeals containing appraisals, versus the standard 30-day deadline for other appeals.

Applies only to counties with fewer than 3,000,000 inhabitants; does not affect larger counties like Cook County.

Takes effect immediately upon becoming law.
