Amends Illinois Pension Code Section 15-113 to expand the definition of "Service" to include service periods defined in Sections 15-113.11 through 15-113.12.

Modifies Section 15-135 to clarify that annuity payment periods for disability retirement annuity recipients cannot begin before discontinuation of disability benefits under Section 15-153.2.

Expands Section 15-139.5 to remove the $10,000 annuity threshold requirement for "affected annuitants," allowing those with lower annuities to cease being classified as affected annuitants effective with this act.

Adds new grounds for discontinuation of disability benefits in Section 15-152, including failure to provide earnings verification necessary to determine benefit continuance.

Updates Section 15-153.2 to add conditions for discontinuing disability retirement annuities (refusal of medical examination and failure to provide earnings verification) and establishes that the System pays for additional medical examinations beyond standard requirements.

Expands Section 15-168.1 to authorize the Board secretary to issue subpoenas for seven specified purposes, including disability claims, administrative reviews, collection efforts, and felony forfeiture investigations.
