Prohibits standing in roadways to solicit rides from vehicle drivers.

Prohibits standing on highways to solicit employment, business, or money/contributions from vehicle occupants, except within municipalities that expressly permit such solicitation by ordinance.

Requires municipalities that permit solicitation to determine by ordinance where and when solicitations may occur, considering safety of solicitors and motorists and orderly traffic flow.

Mandates that soliciting agencies be registered charitable organizations engaged in statewide fundraising and liable for injuries caused by ordinary negligence, with solicitors at least 16 years old and wearing high visibility vests.

Prohibits standing on or near highways to solicit watching or guarding of parked vehicles and establishes violations as Class A misdemeanors.
